Ebay has blocked two of my listings for "gouging" when in both cases I was one of the cheapest listings on ebay. Am I missing the definition of gouging? I have tried every road possible to contact ebay to get an explanation but have had zero response from them. Please help!!

I’m just going to give you a heads up that posting this here is probably going to backfire on you! Not me as I have no problem what you list, but most that frequent this forum do because some of them are probably the people that reported you!

Some items can't be listed at all, no matter what the price is.

No idea at all what a reasonable price for your items could, would, or should be. You are not doing yourself any favors by drawing attention to them. If you are already on the radar, it is probably best to lay low or find another product line, just the reality of the times we are living in.

I know it's aggravating not being able to contact a rep at the present time . However even if you were somehow able to get through my guess would be they'd say you were attempting to sell an item that's been added to the already long list of banned items here on e bay . It seems the price of the item doesn't matter .
From what I can surmise just reading all of the posts about 70 % of sellers disagree with the bans regardless if they were also interested in listing any of the items on the list or not. However there are also a number of sellers who agree with the bans and enough to show up in just about every thread about it to verbally spank anyone who complains . And these '' spankings'' can be quite rough and accusatory . Hopefully you'll be lucky enough to escape their wrath . Tulips

At the beginning Ebay only removed the gougers. As many more scammers showed up daily they had no choice but just remove all the listings, not just the ones with high prices. Thank the many scammers out there for your problem.

Doesn't matter if we agree or disagree, it's Ebay's sandbox and Ebay's rules. Follow the rules or Ebay will eventually remove you from the sandbox, either for a timeout or permanently.
That said, I don't think the ban has extended to gloves, and the ones OP have sold seem to be normally priced. Not sure what the removed items are. I could guess, but I could be wrong.

If ebay doesn't want your legal business, competitive venues do.
It makes far more sense to take your business to said competitors than to continue in a tormented battle with ebay.

Ebay banned the selling of surgical masks on March 5. Likely the gloves may be banned as well as they are considered to be an essential medical item.
As another poster noted, once you are on their radar, all your items can come under scrutiny. Also it is imperative to not relist items that have been removed. You’ll be more likely to be caught, and one can lose their selling privileges, temporarily or permanently.

Yes, you are missing the definition.
eBay's "price gouging" policy is a umbrella for a number of policies, some of which have nothing to do with pricing ... such as listing restricted items related ot the pandemic, making exaggerated claims, or just mentioning the Coronavirus or Covid-19 in your listing.
In your case, you fell under the part of the "price gouging" policy regarding restricted items.
