Ebay says "Your fees and other selling costs are automatically deducted from your sales proceeds. However, you’ll need to set up a valid payment method to cover your selling costs in case your sales proceeds are insufficient. A valid payment method includes a debit or credit card, or a linked payout bank account."
This statement is on one of the pages at Ebay... If Ebay collects $100 on a sale, takes out $10 for their Cut, and takes out $10 for shipping, that means the sale yielded enough proceeds to cover all fees. Why then would Ebay, send the Seller $90 (the sellers cut and the shipping cost), turn round and attack the Sellers checking account for the $10 shipping it should have taken out in the first place as part of the selling costs? Especially when Ebay says part of the selling costs are shipping fees. What if Ebay suddenly decided to take $100? $500?... Ebay should not have the right to dip into your check account. If the proceeds of a sale, are hi enough to cover Ebays fees and shipping, there is no reason for Ebay to mess with a Sellers banking accounts and withdraw anything. Agree or not?

You're forgetting things like store fees and UPS/FedEx charges that are billed after the fact. I've had a couple of cases where the monthly charge for my store fee fell on the day right after a weekly payout, so I didn't have any pending/available funds for them to draw the payment from despite having made sales that week.

No different than debiting your Paypal account for store fees, shipping....etc prior to MP....
unless you don't consider your paypal account real money......ebay could debit your paypal account for any valid expense...(if you did not voluntarily pay your bill)

If you sell an item not as described you would have to pay for the return and return the money and still pay the fees. More money than the total transaction. Or things like if you transferred your money from Ebay to your bank and then you were required to pay for refund or something and not have the money in the Ebay account. Again they also want to know who you are and where they can find you if you default on paying and so on.

Yes, there are reasons. Some sellers choose to have a daily payout of their funds. That means when store fees or a chargeback occurs there may not be any funds available, because that seller chose to have daily payouts. So then eBay needs to have a manner to charge for additional fees, hence the additional valid payment method....

I'm slightly annoyed because this month my Store subscription came due on Wednesday and my Managed Payments account balance had been transferred on Tuesday.
So eBay went to the bank for the subscription costs.
Annoyed, but not upset.
And the account I have attached to MP is used only for online payments, not household needs.
I don't pay anything for bank deposits or withdrawals, so the cost is no higher than it was other months.
If your bank is charging you for deposits or withdrawals it may be worth your while to change the account you have attached to your Managed Payments.
And you may find it better to have more (or less) frequent bank transfers. The default is weekly (Tuesday) but you can change to daily, biweekly, or monthly now.
