For me, it was because of 2 cheap-*** buyers who desperately needed their $8 back so they went to CS in the middle of the night. The refunds were granted, while I slept, before I could refund them myself. For this, I'm a bad seller & paying a penalty for a few months now??? Back to TRS in a few days. Love the people who jump on the bandwagon & assume the seller is in the wrong. Now we know where eBay gets their logic in letting buyers get away with mostly everything & the sellers need discipline.

Or a very good incentive to keep your ratings up.

Well that's comparable to complaining you received a speeding ticket, for driving faster than the posted speed limit....

I guess they can do what other sites do and tell you you can't sell here anymore.

So there should be no penalty for falling below standards?

The question is why are you falling below?
If you share that perhaps the members here can give you some tips to help you stay above..

Fix it instead of complaining about it.

Snarkiness aside...you need to realize it's their way of punishing you for possibly being a bad seller (in their eyes). Maybe you have legit reasons for the bad metrics. But those metrics may cause buyers to have a bad experience and go elsewhere. They'd probably be fine with you just saying, "Screw this!" and leave. But they're giving you a chance to improve...at a cost.
Is why I'm guessing Top Rated (or maybe it's Top Rated+) gets a slight fee discount. While 100+ sales and $1000+ a year doesn't sound like a lot. It's a lot more than some guy wanting to clear out his closet now and then and maybe try to make a little something doing it. TR sellers are selling a lot so consistently making eBay money. And possibly doing a decent job while doing it which maybe means less work for them.

Just their way of suggesting that you might be happier somewhere else.

I give you my take.
No, I do not think a seller with a 100% positive feedback should be penalized. Also, the OP has stellar 5 star ratings. The OP has 100% positive feedback. Not all sellers are trying to make a living on eBay.
So, "falling below standards" as stated is a just a made up absurd number to reward volume sellers and penalize low volume sellers.
By the way, I have no problem in rewarding high volume sellers. I do have a problem eBay policy the directly punishes low volume sellers.
Your take?

I want to take the time to thank you for your rational comments. You are refreshing member on these boards. Many of the comments by others are argumentative and facilitate BAD POLICY directed at low volume sellers as I see it.
The FACT is the OP has 100% positive feedback with almost all 5 star ratings.
The original poster IS NOT a bad seller but a LOW volume seller. We can argue if eBay policy is right or wrong all day. To me it's WRONG.
So my advise to the OP, understand the absurd arbitrary policies eBay has set (read them, know them), either abide by them or charge an extra 5% on your items. If the do not sell as a result of the 5% increase, find another place to sell them.
That is what I will do. If a member sells 10 items a year for 100,000, they fall below standard. If I sell 1000 items for 5,000, I meet standard. Not a wise business plan in my eye's. That's arbitrary.

How does the metrics differ for high volume sellers versus low volume sellers? I don’t think the metrics are any different for high volume versus low volume sellers.
I would think it is much easier to keep metrics up for a low volume seller since they have less orders to worry about.

I see your point. But the OP is calling it pure "greed" which is just not true. If it was pure greed, ebay would just increase everyone's fees by 5% regardless if they fell below standards or not.
