OUCH! This is a tough one. It is unlikely you will get your selling privileges back. Heck they even took away your buying privileges.
What were you selling? Exactly what were you selling?

They can do it because they OWN the site. It is their site, their rules.
Ebay sees what you did as very serious violation. And until you give us some complete and honest details, we simply can't help you at all.

And they will remain on hold until Ebay is satisfied that all your buyers are satisfied and won't be filing a claim. So it will be a few weeks before you might get access to those funds.
There has to be more. This is not a violation given lightly by Ebay. I suggest you contact Ebay and then come back and update us so we can see if that gives us any ideas as to how to help.
