I stopped selling on eBay for 3 years due to illness.
yesterday I went to list an item but when I went to list I was informed that there was some kind of issue and that I should check my messages.
There was nothing in my messages about any problems/restrictions.
I was just talking to 4 eBay reps that appeared to be in India.
I had to cut off three of them as their accent was so heavy, I was only able to understand less than one half of what they said.
I could understand the 4th agent OK and explained my problem.
She said she would have to access my records and there would be a 95cent fee. She said that she needed my credit card number and expiration date.
I was also asked if I was interested in a free life saving device as would I be I interested in registering to win a hundred dollar Wal-Mart card.
I hung up on her too.
Is it normal for agents to ask for money to access account into these day?
Is there any way to contact an ebay agent in the US these days?

You didn't talk to eBay, you talked to a scammer.

That's a straight-up scam. You were NOT talking to eBay Reps.
Don't phone them... reach out to the qualified C/S Reps beginning with a message on the eBay facebook page. It's not talking ... but it sets up 2-way (email) communication. Good luck.

IMHO you were not talking to eBay customer support.
How did you get the phone number?

Sounds like you were not talking to eBay CS.
Not sure where you got the number to call but you called scammers.
Hopefully you did not give any personal information out.
Bottom of the page is a "contact us" area. This can get you a return call from a CS agent

Finally got in touch with a real eBay C/S rep
it appears the other calls I made were to scammers

If you found the phone number by using a search engine, that was where your problem started.
Always scroll down to the bottom of an eBay help page if you can't find a solution to an issue you are having.

The phone numbers that you see on the internet are fake numbers set up by scammers. To contact ebay, you MUST always go to ebay. If you are on a desktop, look at the very bottomof this page on the left and you see CONTACT US. Click that and follow the prompts and you will get a phone # with a pin # to call. If you get the option that ebay will call you, click that.

Whoever you are calling is NOT Ebay. They would NEVER ask you for info or money. This scam has been going on for years so I cannot believe you even thought it was legit.

Cool, I agreed with your first two statements, but can't figure out why you needed to insult the op with the third.
Was it so important to point that out? You do not know them, or their circumstances, besides them already stating they were ill for a while.
Can't we be a little nicer to others? I realize many here have seen the same questions over and over, but if you don't have something nice to say, then don't say anything at all...(Bambi, I think.)

Did you search the internet for a customer service contact for Ebay? If you did, that is where you likely decided to call a number that was clearly a scammer. Ebay CSRs never ask for that kind of information or charge you a penny for anything.
I would suggest that you contact Ebay for Business on Facebook or Twitter for the better trained CSRs.
