My wife and I have separate accounts but both are over 20 years old and both have 100% feedback. Recently my wife sold a BRAND NEW Netgear Router for over $75. Brand new/in box. The buyer (who JUST opened their account and have 2 transactions) received the router. They emailed my wife wanting their money back stating that the router did not have the registering QR code on the bottom. The "supporting picture" they supplied was of a TOTALLY different router (it was also white...Netgear is BLACK). We looked up the serial number on the label they supplied and it was of a TOTALLY different brand/color/ manufacturer. My wife filed a dispute with Ebay indicating that the buyer was most likely a scam account. Ebay ruled in FAVOR of the BUYER!!!! Ebay has started a return process. Nope. After over 20 years and 100% perfect accounts, we quit. We will no longer use Ebay.

Did it say on tracking why the item couldn't be delivered? It's the buyer's responsibility to have a secure place for delivery. Depending on the reason that the item couldn't be delivered, I would have suggested that the buyer phone the post office to arrange another day for delivery or for them to go pick up their item.
Did the buyer file an item not received claim? If they did and you responded with the tracking number showing that the item could not delivered and was waiting for them at the post office, ebay would normally rule in your favor. I'm not sure why that didn't happen.
