Personally, I think if you were only selling a few things here and there, you could do it just on a phone/tablet.
If you are planning on running a long-term business, I really do think you NEED a computer. There are just so much of management aspects of running a small business on eBay that you just CANNOT do on a phone/tablet.
Some include (but not limited to):
I'm sure other sellers could add many more things that are either impossible or 100 times harder on a phone vs a computer.

Yes either phone or laptop or what ever computer is perfectly fine.

The longer you wait and ask questions here, the longer it's going to take to be approved. I would start today and that way you can begin your selling journey.

I agree with rosszonebricks, who is 100 percent correct, in my opinion.
I use my phone to buy. You DO NOT always see things on a phone that are clear on a larger device, and navigating around the site in general can be tough. And there are functions that are definitely not accessible from the phone.
If you are doing a few one- off sales, that's one thing. But if you do larger volume sales, you may want to consider buying the larger device in the future to avoid making technical mistakes. Just my opinion.

I try not to use my phone as I drop it now and then. That would be a problem. lol.

Which brings up another GREAT point, you do NOT want to depend on a small, fragile, easily destroyed device to run your business off of.

Possible but I highly recommend if you want to be an Ebay seller get a desktop computer.

Original poster is in Sri Lanka and is almost certainly following a Scam / Social media video telling them how to sell on ebay, otherwise they wouldn't be posting here. The absolutely impossible selling situation there makes the desktop computer a very bad investment for a business venture that is 99.9 percent chance going to fail.
Otherwise I have no idea how anyone does ebay just on their phone.
