According to ebay,
"The amount in your Offer to buyer must be lower than the Buy It Now price in the listing: at least 5% lower for items under $200. at least 3% lower for items between $200 and $1,000."
but now I'm being forced to give 5% minimum offers, no matter what the price is.

It used to be 3% on items under $1000 and 2% on items over $1000.

5% off of a ~$3000 item is much more than most sellers are willing to part with. 2-3% it still a great discount on some items like that.

I don't know about you If I received an offer for $100.00 off a $5,000.00 item I would take it as an insult and move it to my spam folder. Buyers are used to seeing 25% or more off.

It used to be minimum 5% off for offers sent through the ebay send offers system, BUT if you used the reply with offer in the message system you could send an offer for the actual price of the item, no min off required.
This was useful when the cart wasn't working right or you wanted to offer a shipping discount. But then they changed it so ANY offer had to be min 5% off.

You getting offended by someone giving you a discount, when they don't have to, is a you problem.

I think the offense is someone giving me spam where the BBE of spam offers has been getting ridiculous if you have read the boards.
