Ebay is asking me twice the amount for canceling an overseas Ebay GSP order

A customer bought my item yesterday from a foreign country and almost immediately asked for a cancelation.  I was going to authorize it, but eBay is asking me to authorize about twice the amount he paid as a refund.  Why? 

If you see the photo, Is ebay asking me to refund the whole amount the customer paid in his country , including the gsp shipping costs?  

I called them twice and they can't give me a clear answer. The customer paid $86.99 for the item , but eBay is asking me to authorize $172.47

Has anybody canceled a gsp order before?

When you cancel, the entire payment will be refunded to the buyer, so the amount you received will come from you and the amount the GSP received will come from the GSP.

Not really on topic-- but this does give US sellers an idea of why international buyers will ask that the GSP not be used for shipping.

We're not trying to scam you, we just find the GSP import fees onerous.

Sounds like a fair transaction, but that Ebay page is way too confusing. Why doesn't it just show the amount ebay gave to me? Thanks for the answer
