Well. That may not be a bad idea if they do it right. I've considered suggesting that a few times in recent weeks. Just think, they could potentially take back refunds issued to buyers in error. Or have new buyers place a CC on file for payment disputes.

I think some sellers will like it if ebay takes its fees at time of transaction. I like that too. I'd feel better about it if my seller hub features worked correctly.

DK they do have over 5,000 customers to bad they are offshore and actions can't be monitored due to its a privately held company...

Well, this should be cute.
Now, not only will ebay have payment/financial information for sellers, but will also have access to payment/financial information for buyers. I wonder if that means that they will then be able to put a stop to the 'refunds before delivery' scams.
I suppose it will then be that ebay will have all the information on every transaction, so as to curtail any off-site sales. Of course , all of this, will be at their 'sole discretion' and clearly (cough, cough) outlined in the UA and the policies.
I have a feeling that ebay is going to need a lot more - and better trained - CS reps to answer the questions and handle problems.
And, then there are the 'bots. Going to have to get them ramped up to help police the buyers and sellers to make sure that they qualify, information is real, and all that good stuff. Privacy? What's that?
Yeah, this should be real cuted.

I'd be happy with a flat 13% rather than the current fee structure, that would save me some money.
Although I rarely have any payment issues it would also be nice knowing that when an Item sells it means it's paid for.
It would certainly put a significant dent in the current fake payment scams.
At this point there are no details and nothing much of anything will begin to change for almost a year so I'll reserve judgement on eBay's ability to execute.
