I've listed several restrictions/blocks in my preferences, for instance I don't want to sell/ship out of the US, and I don't want bidders with zero feedback. Ebay is supposed to block these bidders. I indicate these on my listings. But I still get bidders from all over the world, and I still get bidders with zero feedback. I have contacted ebay about this several times, and nothing is done. I have to watch for these bidders, and I have to cancel bids and explain why. Since ebay wants to charge me extra for foreign sales, this could end up costing me more money.

You can't block new buyers.
Buyers in other countries use freight forwarders here in the US, so you're not shipping outside the US.

- Well, you can't block '0' bidders/buyers. We feel ya... it's a point of contention with many sellers.
- As to the 'bidders from all over the world'... I'm not shipping internationally now, either.
Instead of simply "indicating this on your listings", try this: under the 'International Shipping' section, set up your listings to 'Exclude shipping locations' and tick the lot of them when they populate. You can even do it in bulk (Select all/Add to all), and get some sleep tonight . Good luck.

I did indicate no international shipping in the shipping section, and excluded everything except US and Canada. That's how it is "indicated on my listing". But I've had bidders from Eastern Europe and Switzerland just recently. These are without US mailing addresses. I thought they wouldn't be able to bid. Worse, they expect shipping at the same flat rate I posted for US buyers.
I get that ebay won't let me block "0" bidders. I guess I was confused when I was told in the ebay chat/help that I could. I've gotten stiffed 4-5 in the last couple years, every time by a 0 bidder.

To enforce your shipping terms, you would need to set your Buyer Requirement to block bidders who
If you have this block set in your selling preferences, then the bidders have a US shipping address.

You are mistaken.
There is no way to block buyers with zero feedback.
There has never been a way to do this on eBay, and there never will be.

You can't just make up your own policies and expect ebay to enforce them.
Simply typing it in your listing does not make it policy.

You have to block areas you don't want to ship to in your shipping preferences.

Next to exclude shipping locations, select edit. https://www.ebay.com/ship/prf/excludeRegions Block where you don't want to ship. You can apply it to your live listings, just check the box. Be sure to select save.

How do you know that they don't have US shipping addresses until they pay for the item?
