A seller messaged me yesterday why the auction I won last week hadn't been paid even though it had autopay, and then cancelled the auction before I could reply telling him I had no idea I'd won and never been contacted to pay but would pay now.
Regardless of the autopay issue which the buyer has no part in, I looked back and can't find any email or message telling me I won this auction or reminder that it needs to be paid.
That is really the one overcommunication I need from ebay.
So if a buyer isn't paying, ebay isn't sending them messages to remind them anymore? Or maybe this was a glitch related to the autopay feature failing. Like the part of the autopay system that tells the ebay system not to send reminder messages worked, but the part of the autopay system that makes the actual payment and the process forward failed. But that doesn't really hold up because there was no notification that I won the auction, unless there 2 separate issues involved from 1 purchase.

Presently, the only circumstance that I know that eBay sends no notification is if a seller accepts your COUNTER offer. The seller can 'accept', but you may not know unless you visit your bids/offers folder. The seller cannot send a reminder, send you an invoice OR cancel the sale for non-payment after the 96 hours and award you a strike. So actually, there is no consequence if, as a buyer, you don't pay.
These accepted counter offers are the ones that 'remain for sale until somebody pays'. They are not affected by a seller's retention of the defaults of the "Buyer Rules" as accepted COUNTER offers are never subject to the auto-payment scenario.
That does not mean, however, that notifications for other actions may slip through an not get notifications either. Normally, a buyer will get multiple notices from eBay to Pay.

If you are bidding on an item don't you follow it and check the listing when it ends?

I honestly forgot I bid on it - I made my top bid on it got on with things and just forgot. I spend most of my time on the seller view side these days.
I checked my settings and the 2 boxes for Lost auction and Won Auction are each still selected.
I always used to get messages and emails about won auctions, and regular followups to make payment.

Ooof, I hope someone comes along with some insights, because this is something I could see happening to me. I 'bid and forget' on auctions all the time, in fact I use a sniper bot so I can utterly forget but still have a decent shot at winning, and they don't offer notifications about wins, only an (optional) notification if my snipe bid gets beat at any point during the auction.
If you contact CS or whatever and find something out, will you try to remember to post back here what you were told?

I get too many notifications in eBay and also in my emails of my general email inbox.
I mean, if one doesn't read daily emails in their inbox on the computer or on their iPhone...I would think that might be scary in case your bank or credit card has an issue like being overdrawn or withdrawals not done by you or someone using your credit card for purchases.

RIF..........................point of the thread is .......................OP is not getting the notifications

It might just be a one of glitch. It happened to me a while back. I won the auction but no notifications, it wasn't even on my summary page as waiting to be paid.
I only found out by going to my "bids & offers tab, on the summary. Once I was on the auction page, it also showed I won & pay now.
Funny thing is, it only happened that one time. I've won multiple auctions since then and got the notification as well as it being on my summary page "waiting for payment." I wrote it off as a fluke & never reported it.
So I guess, see if it happens again.. If it does then it might need addressed, if not, it was just a fluke.

Won another auction the other day, no message notification, but email yes. I guess I'm supposed to notice the little bell icon.

Have you checked your Communication settings? You choose what you want to receive notifications of. Also, if you're on a phone, you need to set it in the App too.
