Can't all Ebay seller accounts use promotes listings feature? I mean at the end of the day Ebay gets more money and sellers get help reaching potential buyers. Or is there restrictions?

Not all accounts can use PL............

Promoted Listings Standard is available to sellers with an Above Standard or Top Rated Seller level, and enough account activity.

At the top of your listing page there is a link that reads "Share"  If you have any social media accounts you can use those to promote your items.  You may want to be careful with selling seeds, they are not permitted to sell on ebay or through customs.

Thanks for this, I didn't know till you said this, then again, I didn't ever use promoted listings till recently, now I can't live without it
