Ebay Global Sales Issues and Headaches

Sold a item thru GSP and it arrived in the buyers country and cleared customs there. In hands of the local postal system and the buyer hasn't gotten their package a week after it was due. Buyer opens case for item not received. Ebay then places a hold on the amount and says they are seeking information from the buyer on the condition of the item they received. The case was opened from the buyer for item for received.
So until they hear from Buyer they have frozen the funds and after calling CS where they told me that they froze funds for my protection for 12 days while they look into the case

Call them and tell them you were instructed to ship to KY, and it arrived there, so close item not received case.

have done that, been on the phone with Ebay 3 times so far today. Funds are on hold until......when ever
Have spoken with buyer he has called Ebay and told them he hasn't gotten his item.
Ebay stance is they are holding the funds, because a case is open.  Reason doesn't matter, Global Shipping doesn't matter a case is open and they are holding funds
