WHAT EBAY IS DOING IS TAKING SALES OR RETURNS OR ANY FALSE CLAIMS FROM BUYERS, AND ADDING THOSE THAT DONT WORK OUT (USUALLY IT IS THE BUYER, I HAVE 6 OF THESE OUT OF 400 SALES, SO NOW EBAY IS CHARGING ME ALMOST DOUBLE TO SELL ANYTHING. IF YOU DONT HAVE A FEW PROBLEMS WITH BUYERS FROM 400 SALES, I THINK EBAY SHOULD REWARD YOU INSTEAD OF TAKING MORE OF OUR MONEY.

All sellers are evaluated and treated equally as regards metrics, claims, buyer issues, etc. Even when a Buyer chooses the wrong reason for a return (SNAD vs remorse), e-Bay still counts it. It is not removed.
E-Bay does reward Sellers who qualify for TRS/TRS+.
You may not like it, but we are all evaluated the same. A smaller seller who has less sales will have higher ratios when a defect occurs.
ETA: You may think it is unfair, but metrics are clearly spelled out for each seller. It is not arbitrary.

Not so long ago......sellers would be permanently banned for problems like these......while you certainly don't like it, I'm sure........perhaps better than being banned.

I started to type that at least e-Bay now gives you a wider berth of time to work on it, but deleted it. No idea how long the OP has been told to correct the issues on their dashboard.
When you get to the point where your listings are restricted, there is little you can do to reverse. If you tackle when it first comes up, you can. We have even assisted some who posted here do just that.

If you disputed buyer returns and lost case (you get a defect against you). That is what causes you to have your account to be penalized.
