An international buyer who had an estimated delivery time of 30+ days insisted on a refund after just 2 weeks which I gave.
Can I report this buyer to eBay? I see no report link in the message.
I think this is incredibly dishonest and practically outright theft.
Ironically the buyer is also a seller and just recently accused a buyer of getting items for free from them so maybe they just wanted to rip off another seller to be even.

If the transaction showed an estimated delivery date of 30 days, how were they able to open INR in just 14 days?
And if tracking was showing movement, why would you have refunded?
Or did you ship without tracking, thereby knowing that you wouldn't win a claim?

Did the person file a formal "item not received" (INR) refund request through eBay's resolution system? Or did the person just make this request/demand through eBay messaging?

This part is totally believable (unfortunately).
Like others I'm curious what the circumstances were that would lead you to refund BEFORE the estimated delivery date had passed.

No, it's NOT fraud because you voluntarily gave the buyer a refund.
The buyer should have opened an official 'return' for 'not received'- which they would NOT have even been able to open until 1 day beyond the 'last shown estimated delivery date'.
Sounds like you just 'gave it' to the buyer.

They never opened an INR, they just sent a message along the lines of "This is taking too long, I want a refund now."
It's not a high value item and I thought anything other than the immediate refund the buyer insisted on would have resulted in negative feedback.
I'm also dealing with hot water tank issues and just wanted to get this resolved ASAP and be done with it. I preferred to refund than be dealing with this buyer for weeks to come, it's not worth the small purchase amount.

If the buyer would have filed an INR and lost (assuming the package was delivered on time), any negative feedback would have been removed. Next time, eh?

I had 2 different buyers open an "item not received" this week before "estimated time of arrival stated by eBay" under the items. I guess eBay lets buyers open them before estimated time of arrival. I got like 4 days before giving the refund. Don't know what's the point of eBay giving an estimated time of arrival when both my buyers opened up "item not received" before estimated time. One sale was in New York and one sale was in Czech Republic.

Not true anymore! I had 2 official "items not received within a week" way before estimated time of arrival stated by eBay. Something must have changed this week. One was in Czech Republic and one was in New York. I only get 4 days to respond to official open case and then have to refund them.

Never give a refund to an international sale that is still in transit. You should only accept a return and when item is back in your hands then issue the refund. If they did not open a case they should have. Then you would have responded by uploading the tracking and ebay would rule in your favor. This is another seller and is obviously committing online fraud. First block their id. Second contact ebay and report his behavior to them directly. Do not issue refunds without some sort of open dispute case.
