If buyer does not even ever clicks the Print button to generate the return label, seller won't be charged. But what if buyer does create and print the label but never uses it later? Will eBay request to void the label for refund from USPS and credit seller? Or eBay just gets refund into THEIR pocket and won't reimburse seller?

The return label has to be "used", or it won't be charged as I understand it..........

That is my understanding, too.
Return Service labels shouldn't be charged for until they get an "Acceptance" scan.
If you have a buyer who has not used the label (and it has been over 5 business days), call eBay and have them close the return in your favor.
The buyer is required to ship the item within 5 business days of you issuing the label.

Pack the item carefully. Include the packing slip, apply the shipping label, and send the item back to the seller. You must return the item within 5 business days of requesting the return. It's a good practice to include tracking information when returning an item.
