There is a “contact us” link at the bottom (sometimes the top) of every eBay page. Including this one.

Try the chat function and if there's no one there to the left there should be an option to have someone call you back and set the timeframe.
Make sure it's during business hours and not on weekends though otherwise your issue will go into the void.
They call back fast though, if that's any consolation.

It's not talking , but you can reach qualified eBay C/S beginning with a message on the eBay facebook page.
Qualified Reps with knowledge, ability and resources will send quick, intelligible emails, so it's still two-way interface.

Timely, knowledgeable responses, most all the time. They can get requests taken care of.
