Do you realize that ebay takes their final value fee percentage off the sales tax also?
WHAT A SCAM!! WE ARE NOT ONLY PAYING FEES TO ACCEPT THEIR PAYMENTS, FINAL VALUE FEES ON SHIPPING, AND NOW ARE PAYING FINAL VALUE FEES ON THE SALES TAX BUYERS ARE CHARGED!!

You mention retailers who add a surcharge for low value transactions paid with a credit card. You said you don't agree (and I agree with that) but you also say "It's certainly within their rights". Actually it is NOT within their rights and it is a violation of any merchant agreement involving Visa, MasterCard, Amex and probably every other credit card issuer. All of the credit card issuers strictly forbid surcharges of any type, that would include low value transaction or in the case of customers who use foreign cards that have additional fees.
It's a violation for Visa and MasterCard - not for Amex. Then again, Amex has the highest merchant discount rate of all credit cards, which is why some retailers choose not to accept Amex. That may have changed in current years, but when I was working on the multi-national payment software for an international firm, Amex was the highest and the only one that allowed retailers to add a surcharge.
That rule is also why retailers started offering 5% discount for cash -- it might have been a bit more than what the CC would have taken, but with no CC discount and no Payment Processor fee, most retailers did OK on a cash-only basis.

That part of the service agreement (charging to use a credit card) went away almost 10 years ago. Sure the merchant agreement USED to say that you couldn't charge for someone to use a credit card, now it doesn't. Merchants are now free to charge.
You do know the reason for the previous wording right? California actually had a law about charging for credit cards and since it's impossible to tell if the card was used in CA or by a person who resides in CA, they made it nationwide. CA changed that law about 10 minutes before the credit cards changed their merchant agreement.
Amazing how people get stuck on one bit of outdated information and continue spreading it like it's "the law".

No I'm not. It happened to me constantly. All my listings were always Buy It Now with no Best Offers. And eBay even sends me emails AFTER changing my listings to accept BO without my permission. If I wanted to accept BO, I would have set it up that way. And I'm not alone. Many sellers have had this done to them.
We know eBay adds Best Offer. Show us where they automatically accept half-price offers. That's the part that's misinformation.
I said they auto change listings to accept offers. I never said they auto accept offers. Reading comprehension is critical in this day and age.
So is use of language. Please learn the difference between "accept half-price offers" and "allow half-price offers". eBay changes listings to allow offers, not to accept them.

I just went off of the information that our merchant service provider gave me. We live in a small town, with many many other small towns up in the mountains not far from us, and virtually every one of them has a sign up stating what I mentioned. I had probably never noticed it before because I rarely am making a purchase that small. But as I was seeing it at all the locations, I called our merchant service provider, and asked about it being legal.
Keep in mind, its not a random person I called and talked to at some call center, I actually have a direct number to Liz that I've been dealing with for 15 years.
Was she misinformed, its possible. So I was only speaking on the knowledge that I had obtained directly from our MSP.

No, my use of accept is correct. eBay has always allowed sellers to set their listings to accept offers. However, I set all my listings to not accept offers. Since eBay decided to auto change my listings without my permission, they decided for me that I should accept offers. You need to learn reading comprehension.

On eBay, "accepting" an offer has a very specific meaning. "Accepting" an offer creates a transaction. eBay avoids the use of the word "accept" when they talk about letting buyers make offers. When they say "accept", they're referring to the seller's action of agreeing to the buyer's offer and creating a transaction. From eBay's help pages:
"After a buyer makes an offer, you can choose to accept, decline, or make a counteroffer."
You can throw that term around however you like, but it doesn't change the fact that you're using it wrong in this environment.

Not only that, Ebay inflated the amount I received as payment and then took their cut from the imaginary number. Literally pretended I got more than I did and then used that price to take their percentage. This should be illegal. How can they falsely claim I got more for an item than I did? Is Ebay going to start adding 10% to each listing regardless of the sale price and then take their cut? 20%? Why not falsely claim the item sold for twice it did and then take your percentage? Unbelievable.

I think the person who said that ". . . they also get to keep a significant portion of the sales tax" was referring to EBAY keeping a portion of the state sales tax charged to the buyer, meaning that eBay charges the FVF based on the state sales tax as well as the item price and shipping. I don't believe they were implying that the SELLER got to do that.

When people here quote the rules and regulations, they are not implying that they agree with them.
They may or may not. And they are not saying that that should end the discussion. Feel free to post about it however you wish.
What they are saying in effect is "here's the rule per eBay. eBay's site, so eBay's rules".

Would really like to see more info about the situation where eBay inflated the amount you received.
eBay's final value fee is based on every bit of the money the buyer pays to the seller, including the item price, the shipping cost AND the state sales tax, if any.

eBay does change listings to allow Best Offer...AND they are also lowering the price...AND ticking the checkbox to "Accept offers of at least $X" - and they are also setting that accept threshold/price....so all semantics aside...thats what happens.
I have a store - and only have this issue if I list with my phone.
