Hey so this guy bid on one of my cards and won, after like 12 hours I messaged him if he intends to follow through with purchase and didn't reply, after like 4 hours I send him ebays reminder message hoping I could ship his package out in the day still no response, now its been over a day and I messaged him again describing how when you bid on ebay you are required to follow through with purchase and ebay gives you this warning and If I don't hear back from him soon I will have to make a unpaid claim. He finally responds immediately after this message "Cancel it rather give someone else my money had enough of you". Now should I cancel his order or file an unpaid claim to receive me 90$ in fees? If i relist and cancel do I lose out on the 90$ (12.9% ebay takes)? I don't think this buyer had intentions on following through from the beginning which is annoying this is the 3rd time past 2 weeks from my auctions the bidder has flagged. Let me know what option I should go with to save my 90$ in fees!

Your buyer has asked that you cancel the transaction. Do that. You'll receive your FVFs back and be able to relist.

In ten years of selling on ebay I have never bothered a customer as much as it sounds like you did or before three days have passed after the end of a sale.
With such a low feedback score (0) and now a negative strike on your record you might want to reconsider listing $1,500 items on ebay.
I have no idea how you should proceed to guarantee getting all your FVF and listing fees back. If they said to cancel then do that and choose buyer requests cancel as the reason.
You can probably get ebay to amend or maybe delete part of the customer's comment if you report it.

For right now, cancel the order, per customer request. You'll get back your fees. You're probably right about no intention to pay. Auctions are like that (especially high value, and especially with new sellers).
For the future, don't do auctions if you don't want to deal with non-paying bidders. They happen. Often. Only use BIN with IPR. Also, build up your account (and feedback) with lower priced listings. New and low-fb accounts are prime targets for scammers. You're lucky selling cards if you don't get a partial refund request for made up flaws.

I have no idea if they were planning on paying but bugging them for payment 3 times within 24 hours after the auction ended may possibly be the reason why they decided not to pay. It's not very professional and could be very irritating to some. I realize that it can be frustrating when a buyer doesn't pay right away but that is the risk you take when you have an auction instead of a fixed price listing with immediate payment required.
You can't open an unpaid item claim until 48 hours after the listing ends so there really isn't any point in asking them about payment before then. Since this buyer did ask you to cancel, you should do so. Then you can relist.

Ebay gives every buyer 48 hours to remit. They send ample reminder notices to the buyer too. So your multiple messages sent in a too brief time period were not only unnecessary, but were ill advised. You then proceeded to lecture your buyer right out of the sale.
Many users don't babysit their auctions, and knowing they have a 48 hour grace period, there is no reason for them to do so. When messaging a buyer, there needs to be a reasonable time frame for them to answer, at least 24 hours. There was absolutely NO indication this buyer was going to renege on the sale until you spammed him with demands. And now you want to add insult to injury by not granting the requested cancellation? Trying to hold a buyer's feet to the fire rarely turns out well.
(In contrast, I allow my buyers a week to remit. Then if i don't hear from them, I send ONE message with an invoice. On the 8th day I open the Unpaid Item Dispute.)

Great, Now the po'd buyer can and probably will leave a neg, Unpaid Item case (while it's still available) is the only way to handle this.
@fierhys-0 I have had good luck with just sending the buyer an invoice on the day of sale and the next day. For me, the Unpaid Item Assistant handles it from there. Unfortunately, eBay has decided to remove even this small protection for sellers, but it's still available until April if you want to use it now.

why should a buyer message you about a rolex that you do not have listed yet?

If you cancel per buyer request you final value fees will be credited back. Perhaps selling at a fixed price with immediate payment required would be a better option for this item. Also you need to put these non paying buyers on your blocked bidders list.

"What are you talking about towards the rolex? I have one relisted on auction after last buyer fell through. "
Could be this statement that is inserted into you listing. It may be against the Rules to do that.
