I shipped an item to a buyer's freight forwarder per their request (it was the address they put down). However, the freight forwarder never picked up the package. They messaged me asking where the package was and I told them it's available for pickup at the Post Office. He then told me they usually deliver to the freight forwarder's address. I told him I'd call the Post Office for him. The post office never picked up the phone. I then decided to call the 1-800 number (actually helpful this time) and they said they don't deliver to that address and they request their packages to be held at the post office. They also said that freight forwarder has many packages to pick up. The buyer told me the freight forwarder wants to change him $20 to pick up the package from the post office, which is a bit weird to me given what the 1-800 USPS number told me. Now, he opened an INR case even after he understood it's the freight forwarder's problem; not mine. Also, this wasn't one of those weird messed up address scams as the address was fine and didn't match any of the scam ones. Since the tracking does NOT say "delivered" but says "AVAILABLE FOR PICKUP", do I need to call eBay in order for this case to be closed in my favor? Thanks!

Available for pickup gives you the same coverage on INRs as a delivered scan. There's no need to call eBay- just respond to the case and it will eventually be closed in your favor.
Respond within the INR case saying that tracking confirms the item is available for pickup and the buyer needs to work it out with their freight forwarder.

Are you positive the eBay bot sees AVAILABLE FOR PICKUP the same as delivered? Have you had this same issue in the past?

Yes. As long as you respond within the INR case you're covered. If for some reason the case is decided against you- which it shouldn't be, but if it is- then contact CS to appeal. Available for pickup definitely counts as delivered.

No, I'm not, but eBay did say here:
in addition to a Delivered status, we consider attempted delivery and notices left for pickup to be delivery confirmation we can use to protect a seller.
And Guaranteed Delivery, for example, says:
The delivery date is not guaranteed until you have checked out using an instant payment method. If your Guaranteed Delivery item isn’t on time, you can (1) return the item, for a refund of the full price and return shipping costs; or (2) keep the item and get a refund of your shipping costs (if shipping was free, get a $5 eBay voucher). Attempted delivery on or before the guaranteed date will be considered a timely delivery. See Details
