Do Buyers get Notification for Price Drop and Shipping Cost Drop?

It's my understanding that watchers and possibly "interested buyers" will get notified when the price of an item is reduced.

Does that same thing happen if I were to change my shipping to Free Shipping?

Buyers (watchers) get notifications of price drops & if the seller sends them an offer.  Not really sure about shipping though.

I have received notices of price reduced. I never got a notice of free shipping.   I suppose it could be none of my watched items was ever revised that way?

Clicked-on-your-item shoppers are also reminded that you take returns, at "no-cost" or otherwise. 

eBay might think that that's a game-changer, the clincher for most shoppers.

Yeah I actually had one several weeks ago that the buyer didn't like the item 

I was expecting to have to pay the return shipping but I didn't

No. The notifications are for "price" drops not cost drops. The only time watchers get notified is when you lower the price. A lot of sellers use calculated shipping which would mean if eBay was to notify watchers of "cost" drops the change notification could potentially be different for different watchers.
