I'm surprised to find no discussion of the change in non paying bidders processing. Is eBay abandoning its role to keep ebay safe for sellers?
With no nonpaying bidder "strikes" what disincentive is there for buyers to bid or buy responsibly?

As I read the announcement, I interpreted it as follows: After 5 days of nonpayment, eBay will automatically open a nonpaying bidder case and the case will proceed as if the seller has opened it. If the buyer then still does not pay, the seller's FVF will be refunded and the buyer will have a strike.
" . . .what disincentive is there for buyers to bid or buy responsibly?"
I don't understand that part of your post.

You need to read up on the new plan!
The new way to handle unpaid is essentially exactly the same as the old system with a small bit of influence of the old automatic system.
Instead of non-payment dings being recorded for the buyer eBay records cancellations for non-payment and your old block on 2 non-payment claims in 12 months becomes two non-payment cancellations in the past 12 months.
In other words.....NOTHING really changes.

How do NPB put sellers' "safety" at risk? They simply don't pay and you eventually get your FVF back.

Read this eBay link - adopted it several years ago and it works just fine - non payers now zilch.. Also went to 100% fixed price listings

Discuss change in handling nonpaying bidders. Has eBay given up its role?
Many seller here complained that eBay took too much of a role, by requiring UPI disputes and longer waiting periods.
IMHO removing the UPI requirement and shortening the waiting times and streamlining the process definitely reduces eBay's role.
But since eBay still make the rules, eBay most definitely still has a role.

WHERE are you getting this misinformation? Non Paying Buyer strikes CONTINUE under the new system, just like before. That part has NOT changed. It's just that now the non payer can get the strike SOONER, and with less effort by the seller.

eBay abandoned seller protections a long time ago, starting with no negs for buyers.

A seller only gets the variable fee, not the .30 cents.

Acknowledged. They at least made a show of policing nonpaying bidders. I definately like the quicker resolution

With managed payments, if a buyer doesn’t pay, there are no Final Value Fees. FVF are deducted before the seller is paid.
eBay is actually taking a bigger stance because they are losing $$ when sellers aren’t paid.
The old way, when payments went through PayPal, eBay still got their 10% unless the seller knew about the unpaid item process. Surprisingly, many sellers didn’t know or didn’t care. It was free money for eBay.
The new program wasn’t created to benefit the seller. It was put in place for eBay. It appeals to sellers because it’s quicker and more stealthy, for lack of a better word. (No more 4 day waiting period after opening the case. Now the entire process can be completed in 5 days.
The buyer receives a message to pay or lose the item. It is not apparent that it came from eBay. Buyers will still think it was sent by the seller, making the seller look pushy.

Thank you to those who added information to the discussion.
At the time of posting, I had read only the announcement on these boards. It says nothing about nonpaying bidder strikes. Hence my question.
Did I expect to have to read no further? Absolutely not.
But in the past. I've appreciated the discussion of new policies as a type of on the boards as a type of heads up. What issues exist. What should I read first and most carefully.
So, thank you.

I can accept that. I'd recently removed immediate payment required because it interfered with encouraging multiple purchases and combined shipping. The less money spent on shipping, the greater the share of sold price that I keep. How do you address this?
