Brass, about 10" wide and say 3 1/2" deep, comes with a mallet.
I thought maybe a hand held "gong". Someone suggested a nutcracker, but I think it would be way too noisy.

It sure looks like that thing used for crushing up spices, seeds and herbal medicines.
You'll see stuff like this in Libya, Egypt, Yemen.

The big bottom part is where the main batch is mixed, often heated....dried in the sun if needed. If there are clumps, they can be crushed in the pedestal in the center.

Curry seasonings crossed my mind, but I still think it was a nut cracker. Makes far more practical sense as a type of mortar/pestle though, even if that's not what it was intended for.

I agree with the nutcracker theory. You fill the bowl with walnuts or something in shells. Pick your walnut - place it in the shallow cup in the center - whack it with the little mallet and you have it open.
The shallow cup in the center looks too small for that. Looks like unless you have 100% accuracy, all hitting a nut with a mallet there would do is send it flying across the room.
You tap the nut. Don't smash it like Gallagher.

Just a thought...The 2nd pic made me think of one of those old alarm clocks where the mallet thingie would go back & forth hitting 2 brass bells on top to make the alarm sound
But with bells that size (10" wide, 3 1/2" deep) that would be some biga$$ clock...plus loud enough to wake the dead since with about 1 " wide bells an old Westclox woke my comotose teenage self for High School.
So...maybe your "stuff" is parts of some type of old loud clangy single bell alarm? Fire alarm...old school class change bell...something of that sort.
Or maybe the others are right & some old hippie lost their seed/stem seperator, haha!
