I have just been scammed and Ebay, who have facilitated the Fraud, wont do a Thing!!
Sold an ancient coin to a scammer in France. On Day 60 he put in a claim as it was a fake [it was not].
He then, after I accepted a return - at my expense from FRANCE - put in a fake tracking number.
The coin never came back, cant be tracked and guess what - ebay in France found in favour of the Rat, even though he provided ZERO evidence it was a fake.
So - he has the coin and my money.
Despite 17 calls to ebay they wont help me. Today I was told 'there is no email or postal address you can complain to'. They promise to call back but never do.
It has been reported to the Online Fraud Police - but apart from getting the **bleep** onto a database I dont know aht that will produce - not my money!
So - DO NOT USE EBAY GSP - IT IS A LICENSE TO CHEAT SELLERS.

You think He would not have done this if you shipped it any other way?

That's not a GSP issue, they only cover lost and damaged items during shipping.
What does the tracking show that they provided?

You would have had even less protection if you would have just shipped international mail on your own.

I've used GSP many, many times and have never had a problem, but coins probably get the interest of scammers more than the paper collectibles & books I sell. Do you know if FedEx or UPS offers better safeguards when shipping internationally? If they don't, then it sounds like you may be forced to shutdown shipping outside the U.S. You've had a really, really bad experience and where forced to use a ton of energy & emotion to try and get some justice. Sorry for your loss.

I've been using GSP for years and never had a problem.
I was under the impression that the return tracking has to show the returned item reached you before ebay will refund the buyer.
A refund before the item reaches you does not make sense ... even in France.

I ship internationally all the time, including a $1000 item in June. Never a single problem.
But I’m curious - returns require the item gets back to the seller. EBay even tells you to look over the item before refunding, and they track its arrival.
Could you give us more info?

I am sorry it sounds like you are having a tough issue. As stated earlier, this is not a Global Shipping Program issue, this is a general fraud issue. This type of situation could happen domestically or on manual international sales.
'there is no email or postal address you can complain to
In the eBay User Agreement - Section 17 - Legal Disputes - (Item 2, paragraph 2) There is an address you can send a letter to. Address it to the CEO or "President of eBay". This is a last resort and this should earn you a response from eBay's Office of the President.
Good Luck!
