Customizing Refund Amount within ebay instead of Paypal

Yesterday I was advised by ebay customer service to grant a partial refund to buyer from within ebay, but it did not have the ability to do so, so she told me that some accounts do not yet have the capability. Does anyone have information on this  tool?

You grant a partial refund to buyer from within eBay managed payments by offering a partial refund when your buyer starts a return request.

Only Sellers with Free Returns can offer a partial refund.  I have no idea what your CSR was trying to speak to.  It is likely they didn't understand your issue.

Why are you in need of doing a partial refund.  Give us the details and maybe we can help you figure out the best route to take for you and your customer.

It was the first time a rep advised me to do so. I always refund through Paypal. I took care of the partial refund on the Paypal side. Thank you.

This customer svc rep had to be advised of many things by me. She lacked experience.
