Hi!
I sell on eBay, but my clients are not able to complete the purchase using PayPal because the following messages appear:
"Sorry, we can not process your payment. Here are your options: Use a different credit or debit card. "
or
"We ran into a problem and PayPal is not available right now. Please select a different payment option."
But even trying to use these alternatives can not complete the purchase.
What could be happening?

you are in Brazil.......are there some kind of restrictions about paypal there?

Call PayPal to find out if there's something in your account settings causing the problem. Do you have blocks in place and are the potential buyers located in different regions?
We can make plenty of guesses but it might be easier for you to contact PayPal directly. @discover-br

I believe not, for never had problems with it, but now my clients can not make the payment.
I even used another Brazilian account (from my wife) to try to make a purchase of my item, but the error is the same, when I select PayPal as payment, only the option to pay by credit card appears.
But to buy from another seller works normally.
And according to the interested, this appears to him also, but not even so he can finish the payment.

I got the exact same message last night when I went to print several shipping labels. I waited a few minutes and tried again, then it worked. I think its just a glitch. But the issue appeared to be with paypal, not other payment methods. Your buyers should still be able to pay with alternative methods.

I blocked sales only for Brazil.
One interested was from Uruguay and the most recent is from the United States.
Difficult to think about the hypothesis of account settings, since I did not change anything, and I always received purchases normally.
Since I don't speak fluent English, I sent messages on Twitter and also Facebook, but so far I did not get any response.
Could you tell me another assistance channel?

I think you need to contact PayPal, not eBay.

You can also post on the PayPal discussion boards, but their traffic is much less than eBay's so it's hit or miss whether you'll get a helpful response. https://www.paypal-community.com/

unfortunately he was unable to complete the payment even using the alternatives offered in the eBay cart / checkout.

Tagging - this problem has been cited several times on this forum over the past several weeks by both sellers and buyers. Another glitch that has popped up and is not fixed.
