Coupon Code

People like coupons, and I use them quite a bit. Had a buyer watching an item..I sent her an offer. She says she cannot apply the coupon code. I have had other buyers accept an offer and have no problem using an additional code. 

Am I confused…can a buyer accept an offer and use a discount code for any item since I have the code for all my inventory?

The watcher coupon may have expired and that's why she couldn't use it. They have a shorter window of a day or two to accept it, but have more time to pay. I've just given people a partial refund when that has happened, or told them to watch the item again and generate a new offer.

I wonder if it is giving her a reason why she can't use it.

You can't stack an offer and a coupon code.

Also, I am surprised to hear coupon codes work for you. I have sent them out to 10,000 people about 20 times now and never had a single person use the coupon code.

No she did not. Frankly I think she just want to cancel. I emailed her and said I would be happy to manually give her the additional discount, and no response. Go figure.

This morning I brought up an issue with a customer who I sent a best officer and she said she could not use my coupon code. 

 ….is a coupon code not usable then. This was a new one to me,

Most businesses don't allow "double dipping" (discount on top of discount) so I would assume it's the same on eBay.  -Apologies for a speculative answer; hopefully someone who knows for certain will chime in.

Well you know, like how it says in the fine print of most coupons "Cannot be combined with any other offers" and that sort of thing?  
My aunt is the queen of discount hunting, so once in a while she finds double dipping deals at this or that merchant, but usually the only option is to involve more than one discounting party, like using a card that awards cast back on a purchase that had a coupon. 
Since both your offer and your coupon code would result in decreased money for you, I guess eBay assumed you would not want that to happen.
