Good Morning.
All of my listings are fixed-priced ones, and recently I sent an offer to a watcher that was about 20% below asking (and very close to the threshold I’d set to auto-decline any offers initiated by prospective buyers). I just received a counteroffer that was well below that threshold – an offer that was about 2/3 off the list price. I had assumed that *any* offers from buyers – be they ones that they initiated, or ones that they countered with – would be subject to my auto-decline threshold, but this seems not to be the case.
(Just to be clear, if the buyer had led with this offer, my settings would've auto-declined it, and I'd been none the wiser. But because this was an offer in response to my offer, it seems as if it wasn't subject to my auto-decline rules.)
Could there be some setting that I haven’t correctly put in place?

Yes, when you send offers, there is a box that says "allow counter offers", your box must be checked, just uncheck that, then potential buyers wouldn't be able to make a counter to your original offer.

Along with what the previous responder said. If in the even you forget to uncheck the box that allows for counter offers, if you receive one and you don’t wish to accept it, you can decline it or ignore it it will expire in about 48 hours.

Buyer initiated means exactly that. Why would it apply to a seller initiated offer?

Hi, and thanks for your reply. Generally, when I submit an offer, I do not allow counteroffers, but in this particular case, I wanted to. I just assumed that if the buyer offered something below my threshold, it would be auto-declined. I now understand from the sellers here with much more experience than I have that that is not the case.
