Ebay does a lousy job explaining what cost per click promoting is.  Can anyone explain to me?

It's pay per click.

If you use it, you are charged each time someone clicks the promoted link, even if they don't buy the item.

Cost per click is just how it sounds. You pay the price you want every time someone clicks on your listing even if there is no sale. If you opted to pay $5.00 for each click and there are five clicks you pay $25.00 for those clicks. Every click costs you money.

Promoted Listings Advanced (PLA) or pay-per-click promoting works like this:

 

When you create your listing you choose a PLA ad rate of lets say 10%, this is on top of the FVF rate for the category you list the item in. Each time someone looks at your item through the promoted listing that view is tallied. When your item sells you'll be charged the FVF rate for your item's category plus an additional 10% for each qualifying click on the listing, if you end your item without selling it you're still on the hook for the 10% for each qualifying click. Finally, PLA fees are not refunded if the order is cancelled, the package is lost or the item is returned.
