In recent past I have sold an item and ended up with a wait on fund availability that I had not expected. I have another item I would like to sell now, which is a high cost item ($800-ish), but I am reluctant to use eBay as my medium because this is an item that I can not wait forever to receive the funds from.
So I was double checking policy for recent changes and come across conflicting information. One area states that eBay will make funds available 1 day after the item has been confirmed as delivered. Another says within two days of the buyers payment being confirmed. Which is it?
I sold an item a bit ago that just showed Delaware as an address. The shipping time for that is pretty quick for me, so waiting a day after delivery confirmation was not a big deal. I then found out that the address in DE was a forwarding service, and the item was actually headed overseas. I waited a couple of weeks for the item to be confirmed and a payout finally initiated.
This new item is in the same situation. The potential buyer contacted me to let me know they are in Ukraine (which I would love to be able to provide this sale to), but they would be using a DE forwarding service. Can somebody please clarify which of the above scenarios are actually correct at the present. Both came from eBay themselves, not third party sites or posters. This is something that should really be blatantly clear from the beginning, prior to sale. I've not accepted the offer due to not knowing which situation to expect.

Yes eBay will hold your funds for up to 30 days since you a low seller with high value item.
Also there is no shipping going to Ukraine at the moment so don't sell or send anything there, either direct or through a Forwarding Service. Save yourself from a big problem.

I was actually researching whether or not anyone was brave enough to attempt shipping into Ukraine, as much as I would love to do so, I had a feeling it wouldnt be an option right now, so thank you for that.
As per the low seller...I wonder if eBay realizes they are missing out on a lot of sales be forcing those who do not sell on here very often to wait tremendously longer periods.
Shrug. There is no wait to sell locally. Or fees. I get why they do it, to an extent, but eBay should really consider account age, disputes (the lack of), purchases, sales feedback, etc... Just because somebody doesnt sell often or in high volumes does not mean they can not be trusted. Anyway, their company; their right, i guess. Just seems foolish to me. eBay was so much better back in the day when you could just use it when you needed to use it, regardless of how often or rarely there was a need.

My very favorite threads are posted by members who don't bother to read any of eBay's help pages and then try to criticize or blame the platform for whatever the grievance happens to be when it's all spelled out in black and white on the website.
So . . . why wouldn't you have expected a hold on your proceeds? It's clearly explained on this eBay help page:
Transaction holds are when we place a hold on funds related to a particular buyer transaction. The funds on hold may be used to refund the buyer for the same transaction.
While proceeds from your sales typically become available within 2 days of confirming the buyer’s payment, we may place a transaction hold on funds while we wait to confirm that an item has been successfully delivered to a buyer. To reduce the likelihood of a transaction hold, we recommend shipping an item the same day your buyer pays for it and following good shipping practices, such as adding tracking information to your order.
Tip
If we place a hold on your funds, it will usually be resolved within 30 days. For most orders, adding tracking information can help you receive your funds faster. eBay does not earn interest on held funds.
Additionally, we may place a transaction hold on funds depending on your seller status or the category you're selling in:

eBay is not the kind of platform where a seller can jump in, make a quick buck, and jump back out--thank goodness. You can find other venues that may serve that purpose, but it's not going to happen on eBay.
