Hello, I’m trying to list some digital files for instructions and parts lists for a small MOC LEGO set that I designed. However, to list it under everything else > information production and then in the format as a classified advertisement would have a significant fee for something that I’m trying to list for $2.00. How can one become an approved digital product seller, and is this a product that I’d have to list under this format? Thanks in advance.

Lego will get your account killed. You'll have to pay Lego a licensing fee to include their name in your products. Blasphemy.

If you want you seller account suspended, I suggest you DO NOT sell anything digitally or otherwise on eBay. LEGO will come after you with both barrels and can turn your lights out, not to mention a possible lawsuit for infringement:
Be smart...sell something else

Digital content is essentially free to duplicate and deliver, and thus is an attractive way for unscrupulous people to launder money or violate other people's intellectual property.
My guess is that eBay does not want the headaches that come with having to monitor small sellers, who might be tempted to establish a legitimate business and then slip into more dubious enterprises afterward.
I suspect you would have a be a large and recognized player in digital content (like like Apple Music or BandCamp or something similar) in order to make it worth eBay's while, and even so would need to negotiate a contract with eBay.
Businesses like that don't become authorized by simply filling out some sort of online application - they have a legal department that knows how to get in touch with eBay and negotiate a deal.

Digital items have a lot of problems on eBay ... eBay is just not a platform that is set up to do digital item sales.
But, why not sell your plans with a full kit of new LEGO pieces? It is perfectly OK to do that. Here is an example:
