So this buyer, who I identified as a competitor, bought 2 items which I politely canceled and did not ship. Processed a refund and as expected, he left negative feedbacks on both.
Following which he orders 2 more items from his account and 2 from his wife's account ( same address ).
I spoke to the Ebay customer service and they have forwarded this to the online defect team to deal with.
I did "Block" him when he purchased the initial 2 but wonder how he could purchase more?
What is the alternate course of action that needs to be taken as this buyer is based in Canada?

Because the person who made the orders was blocked by him prior to ordering.

I think I might be one of the few people who understand what you mean. You had been getting bad ratings from someone, to whom you had been faithfully sending orders. You investigated and found out this person was bad news for whatever reason, and YOU BLOCKED THEM. After the block, they still somehow managed to order, and you cancelled the orders, just as you should, because he was blocked in the first place. You need to report him, and contact Ebay, saying you blocked this person from purchasing, and want to know why he is still able to order from you. Do not send the orders. You blocked this person.

Why would he send the orders, when he blocked the guy making them? He isn't required to sell to someone who he blocked.

If he was blocked, he shouldn't have been able to purchase, and he left bad feedback when he was sent the orders as well.

The buyer was blocked AFTER the first 2 purchases which OP cancelled for no good reason (finding out after a sale that your buyer is a seller of similar items is NOT a valid reason for canceling).

I purchase from my competitors all the time to see their products, to see how they are shipping, etc. Just my two cents. If they didn't ship to me, I'd probably leave a negative too...just saying

That would not be polite and actually rude. Next time someone buys something and you get paid ship the item and don't play games.

Unfortunately they did not.... but I got in touch with the buyer/seller who removed his listings with my pictures and description. Revised the feedback to positive. Thank you
