Combined Shipping Invoice Issues After Multiple Offers Accepted?

In the past I've been able to accept multiple offers from a single buyer and then send a combined shipping invoice with all the items for a one time payment. It has come to my attention that multiple buyers have stated that eBay now charges them the full shipping cost and for the order once the single item offer is accepted. Due to this, multiple people have avoided making offers as they have to front the cost before I can refund them the excess shipping cost. I've double checked my settings which allows combined shipping invoices to be requested once the item is put into their cart--however, I don't see any setting related to offers. Any assistance would be greatly appreciated.

@jsvgsales   maybe state in your listing for them to not pay until you send them an invoice, that is what i do, not that they will read it, but at least it is there if anyone complains.

If your buyers are using mobile phones, the " request total from seller" button does not appear.

They may not realize that they need to use a device other than a phone to send such a request. You could ask your buyers if that is the case, and let them know they can request a total - just not from their phones.

eBay is implementing immediate pay for best offers so that may be enabled. I have it disabled but I cannot for the life of me remember how or where it was on the hub. I'm sure with some quick searches you would be able to find it. I think it's a good idea but I get a lot of multi-orders almost daily.

eBay is doing a ‘test’ in which some buyers are required to give their payment information when they make an offer. Then if the offer is accepted, their payment method is immediately charged.   There is an option on the buyer management page for sellers to turn this option on or off but afaik that option won’t work until ebay finishes the test and implements it for all offers.

Luckily my orders are so slow I haven't had any orders except for one item at a time so I haven't run into this new problem
