Charged twice for one sale

I noticed that eBay charged me for the sellers fees twice for the sale of the same iPhone. Is there a way that I can contact eBay to dispute the extra charge/commission?

I sold one phone. The first buyer did not pay.

When you sold the phone the first time, were you already in the new  managed payments, or were you still accepting PayPal?

It's not an "extra charge/commission".

You had ONE phone.  You sold it.  Buyer apparently didn't pay. You did not open an unpaid item case and eBay didn't open one for you.

Since a case was not opened, eBay thought you had been paid and expected you to pay the FVF.

You then apparently relisted the phone and had a buyer who DID pay.  eBay expects you to pay the FVF on that sale.

eBay has no way to know you were not paid unless you tell them.
