I've been selling on eBay for 15 years. A couple months ago a buyer opened a not as described chargeback for a phone he purchased from me 170 days ago. I uploaded any evidence I had (which wasn't much) since the tracking and the listing is long deleted. I was expecting them to simply have him return the phone for a refund. Today I got a message stating he won the chargeback and a $20 chargeback fee on top of that and was refunded $500!
I've heard of this happening over the years but I never thought it would happen to me. I thought credit card companies required buyers to return items now but I guess not. I feel like I've just had $500 stolen from me. This is rediculous. How does this still happen in 2023? This process so archaic and unnecessary!

Yes, the laws regarding chargebacks are archaic and were written in the time of brick and mortar stores only. But the credit card companies, AKA the banks, AKA the FIRE (Financial, Insurance Real Estate) crime syndicate, are protective of one of their most profitable sectors, the credit cards, and are unwilling to change anything. You need to complain to your congressional representative explaining the fraud and demand changes to the laws.

I assume according to your post that this involved a "not as described" issue. You feel like that because it indeed actually happened. Part of doing business here. An NO, it is NOT always part of doing business on the net in general as others may proclaim. The chargeback comes to eBay as merchant of record. There is little incentive for them to contest it when they can simply stick it to you. The c.card company may or may not require proof of return, you will never know. In these instances, eBay does not require a return of the product in order to refund from your proceeds. Their mantra continues ..."It is the credit card company and nothing we can do" (so sorry to be you).
Others will say if this is the first time this has happened to you in 15 years, count yourself lucky. Others will tell you to have a "cookie jar" fund for such occurrences..you know, drop a dollar in a jar for every transaction so you can afford the hit. Well, I figured if I did that to counter the scams I faced as a seller I would have to have about 4939 more sales/transactions @$1.00 a pop to make up for my first two hits.
There is a reason we tell people DO NOT POST ANYTHING FOR SALE HERE YOU CANNOT AFFORD TO LOSE. Truly, I am sorry this is happening to you even though I know my sympathies will not buy you groceries.

If you can, report the phone stolen and brick it. I don't know if you still can, but worth a try.

They got their exorbitant fees - In my opinion, they dont care otherwise - that same buyer is likely buying something else as we speak - yay ebay
