Changing dynamic rate in bulk

So I'm learning this system more and more and getting used to it. One thing I'm having trouble with is changing the dynamic ad rate in bulk. I changed to a fixed number (5%), yet when I go to my ad, it says:

 
Todays ad rate: 11%
Adjustment : 5.0%
 
Does that mean it will adjust at a later time?

Go here in your Seller Hub.

Then select as many listings as you want or all if you prefer.  The click on the Edit icon above the list of listings.  

 

Once you are in the bulk edit screen.  Select all the listings you have put into the Bulk Editor.

 

Now click on the the down arrow beside the icon at the top of your list of listings call Bulk Edit.

 

This brings up a menu, from that menu drop all the way to the bottom and select Promoted Listings.

 

You then have two options, Update Promoted Listings or the other option is Stop Promoting.

 

Then click apply when you are done.

I did this, yet it didn't change everything to 5%. Is there a delay before they all switch over?

You might try stop doing promotional listings and see how your sales go.  Or change to regular Promoted Listings at 5%, which you can do with the Bulk editor.
