For the last few weeks I have had trouble walking customers through the process of committing but not checking out for multiple items so I can invoice them for combined shipping.
Immediate payment is not enabled and they keep telling me that ebay is making them pay.
Did something change here recently or have I just been inundated with noob buyers?

I'm not having them do anything, they do it and then sometimes they request a total ...it never goes through.
I try to have them commit to the item but ebay is making them pay at checkout even though "immediate payment required" isn't turned on.
Used to be able to click buy, and commit to the item but not be forced to go all the way through checkout and pay.
All this broken ebay business makes me nuts....just more work for less money.

Are you having them add the items to their cart? You can add items to the cart all day long and it doesn't mean a thing until the buyer pays.

I find I almost NEVER have the option to request total using the cart. I buy a lot and when I finally got one a few months ago it was shocking. Of course I have no idea what the seller settings are but I firmly believe the cart is wonky. I think IPR and running sales both prevent the cart request total.
Btw I’m way north of 10k purchases on eBay so it’s not that I don’t know how to use the cart.

It's "forced IPR", it started quite a few years ago, it's somewhat random and there is nothing you can do about it. I run into this problem almost daily, one buyer can add to cart and request a total, another buyer can buy 4 items and not pay until I send an invoice and some buyers can't do either.
If a buyer contacts me I ask them to tell me what they want, I will create a special listing for them that includes all the items.

It may be the buyers are using the ebay app, it doesn't let most buyers combine shipping or request a invoice with seller. I deal with that 2-3 times a week, 1st thing I tell buyers they need a lap or desk top to request a invoice. We've been asking ebay for yrs to fix the app, I've lost a few buyers because of it.

If the items are on sale/or have % off terms, the option to request combined shipping is grayed out and they can't do it, as I understand it. Ebay has said it's because they are already getting a discount.......

I have also seen where the buyer has automatic payments enabled.
If they have automatic payments on PayPal, they don’t have to log in and approve payments with PayPal, it will not allow requests for invoices because as soon as they buy the item it is paid.
