Ebay rep closed case in my favor because the buyer waited 6 weeks to seek a resolution to an item not received. It just stopped tracking ... and nobody can yell me why or where it is or anything.
I called ebay and since the buyer waited past the 30 day limit they closed it in my favor. Yet the case is still open on ebay.
What should I do?

Refund the buyer.

File a claim with the carrier.

Why?
Whatever type of claim isn't specified by @thingsgirlsluv71 but whether NAD or a remorse request, it doesn't matter.
@thingsgirlsluv71 - please clarify: Was the case opened >30 after the purchase date or after the delivery date?
If it was the latter, the seller isn't obligated to accept a return even if NAD.

Because the item was never delivered.

Missed the type of claim. I didn't read the OP carefully enough.
Was there tracking showing whether the item was delivered?
If tracking shows delivery, you don't need to issue a refund. If there's no tracking or if tracking doesn't show delivery, you can choose to issue a refund. It would be a goodwill gesture and you are allowed to deduct the cost of your original shipping. You spent that money on the label and won't get it back.
