For about the past month I have been getting captcha everytime to login which I see for no reason. I also have been having occasional automatic logouts for at least 3 months when reloading my active listings page.
Does anyone know why this is happening & how to fix them?

I noticed the Captcha showed up after a lot of chatter on the boards about a strong dislike for Chinese sellers.

It is probably a browser or computer related problem, perhaps even a antivirus program.
you can perform any and all needed updates for the pc, browser, java or any other plug in's
clear your browser cache & any pc temp files
reset browser settings to default
then shut off the pc, while it is powered off unplug your modem or gateway, unplug any router.
then plug in the modem or gateway first
then plug in any router or any other connection between the modem and pc 2nd
then turn on the computer last
normally that should fix a variety of issue's

I wonder has anyone ever tried telling them that your not human?, What would it do?

This is due to an annual increase in system activity experienced during this period, which has caused processing delays.

I run a total cleanup program I have used for years several times daily. I believe my problems are being caused by ebay system glitches & thought I might get answers here from anyone that has had &solved these problems.

OK, well then, there ya go. If your total cleanup program deletes cookies, then that's why you see captchas so often. That's the reason.
Every time you clean up (i.e. remove) your cookies then you can expect to either be required to log in again, or see a captcha.

Repeated Captcha requests or failures might be a sign that your browser is having problems saving cookies properly, or else a sign of a network issue. Using a VPN or a hotspot, or certain kinds of privacy software might also cause some issues.
Make sure your browser is up-to-date and has JavaScript enabled (and not blocked) and that cookies are not being blocked:
https://www.whatismybrowser.com/
Try using a different browser or a private or incognito browser window and see if you run into the same Captcha issues. If not, try manually erasing just your eBay cookies once in your original browser.
If you are using an ad blocker, try temporarily disabling it to see if that makes a difference.
If the problem happens when signing in, try an alternative link to sign in to rule out an issue with a particular link:
https://signin.ebay.com/ws/eBayISAPI.dll
If you are using a mobile browser, try changing to a different browser mode: mobile, classic or desktop. Try a desktop browser or a mobile browser in desktop mode.
Or try using the eBay app.
If you contact eBay directly, mention ALERT15299 to have your account added to the open ticket.

That's not true. I don't clean my cookies often and I get the captcha several times a day, both to look at these boards and to see my own hub. It is probably is a browser problem because neither of mine talk to ebay anymore. I can only print labels and packing slips. That's it. I have to use my tablet for everything else.

Deleting your cookies regularly can certainly cause additional Captcha tests. But that is not the only thing that can cause those. A corrupt or blocked cookie can also cause Captcha tests. So can using a VPN or hotspot, or using certain browser settings.

I especially hate this one.

Then why did it only start in the past month especially since I have used my cleanup program the same way for years?

Perhaps in the past you did not have your cleaner program set to delete browser cookies, and now you do. Or perhaps something else has changed, such as your browser settings, or there is a problem with your browser or your eBay cookie specifically. Or your network connection has changed.
Or perhaps eBay has noticed something suspicious about sign-ins to your account.
If you stop using the cleaner program, do you still get the Captchas every time you sign in?
Do you get Captchas every time you sign in if you use a different browser?
