Just noticed that now instead of the name of the potential buy, on offers received, is hidden, and a numeric number appears instead of their name. Is this new? I want to know who is making the offer, as I might be accepting offers based on how often they buy from me. Has anyone noticed that?

Is it possible that the number IS their ID?

Not yet, would not doubt it for a minute. Transparency in trading is not one of ebay's "go to" format.

Could be the offer is from a buyer that's a guest, their account names look different.
I just received an offer and the username was clearly visible.

Because the River doesn't and rather than be their own person ebay wants to be like everyone else. If I do a search by seller their ID and feedback used to be front and center. Now the ID is in very tiny font if you can find it at all.
