I am trying to list items to sell, but it keeps giving me the "we encountered a problem, please try again" error message. Pressing the Please Try Again button has the same outcome. I have looked at countless things that could be stopping me from selling items and every solution I've tried has given me more error messages. My managed payments are on, but I cannot change my address or personal information in order to update my account to be eligible to sell. I've come to a block in the road and I was thinking that someone here would be able to help me out.

EBAY has been having many glitches these past couple of days. I don't think changing your address has anything to do with your problem.
When did you enroll in Managed Payments? You cannot sell items until after EBAY approves your application (could take a couple of days). EBAY will send you an email telling you when you get approved.
NAME on your checking account#, social security card and EBAY profile page must be an EXACT MATCH. Must be your legal name (no nicknames allowed). Otherwise, your application may be denied or delayed.
To update your address go to SITE PREFERENCES, PERSONAL INFO, ADDRESS.

If there is account information needing updating, then i would abandon any plans to list anything before accomplishing the update first. You may be trying to put the cart before the horse.
I see it has been a long time since you sold anything. You said you have already signed up for managed payments. And you have a bank account linked for your payouts?

Please review the below link carefully. It contains very important information as to how Ebay needs to see the information you provide them on your account. It is likely easier to change your Ebay account to match your bank account if you find there to be a difference.
If there is some field you need to update, clear the entire field and then type in the correct info. Don't edit what you have entered, clear the entire field and retype it. And everything has to match. 100% match. Your name on your checking account must perfectly match the name on your account set up. Not even a one character difference.

If you find that all that information is correct, then the only way to get your account fixed is to contact Ebay directly.
On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

It says that my payments are "managed by eBay" when I go to set up a listing, but I have not set up a bank account yet.

Then it appears you have not given Ebay all the information they need to process payments from buyers.

To be paid, you'll have to provide a checking account and your SSN.
