I just had TWO purchases cancelled by dropshipping sellers in Hong Kong who didn't have the items in stock. Both are different and unrelated to each other. One of em was really horrible and I noticed there's no way for me to leave them feedback... I noticed they both have "Something wrong with buyer's address" as the reason for cancellation which is a lie, they were both out of stock and there's absolutely nothing wrong with my address.
So, is this a way for sellers to get out of getting negative feedback now when they're out of stock or something? Are they gaming the system? Is it frowned upon by ebay and against their TOS?

They avoid feedback but don’t get off Scott free - they get a demerit for a year.

I think, since the sellers both used Problem with Address as their cancellation reason, they avoid the penalty, isn't that right?

Yep - I had out of stock ringing in my head - that’s what I get for posting while sleepy!
Doing well. Madly in love with the new grandbaby and crazy busy with work - my little charter school is allowing me to run their first ever ESY Program (that stands for Extended School Year and is basically special ed summer school).
We’re still digital, so I’m paddling like crazy learning tech and finding appropriate teaching resources/curriculum. Tired but having fun!

OP, it is possible that Hong Kong is still not sending international mail out of the country yet, due to the pandemic. In that case, their choice of Problem with Address is an appropriate use of the designation. You can check this info on the USPS website.
“Problem with Address” does not necessarily mean that there is an actual problem with the address you supplied, it suggests instead, that your location is one that cannot currently be reached by their mail system.

Here in Texas we were on our way to re-opening the state, but there's been that resurgence of new cases, and the governor has moved in to stem the tide and has halted the relaxing of restrictions. What a crazy time. I'm good, though.
Keeping up with my eBaying (which is still fun). Having a few family members over on the 4th, but setting everyone up with their own space, to keep social distance. So we will grill out, watch the community parade, the kids will swim (all siblings from the same household), and i have separate coolers with separate condiments and snacks, etc. Definitely a challenge to try it this way. Haven't seen them in the flesh since March! So worth all the trouble and planning.

No, they both were simply out of stock and not keeping control of their inventory correctly. WHICH, I understand and even told the first one "hey, its ok things happen" as I'm a seller myself and totally understand it. After the second one though, I went and looked and both said problems with buyers address which is completely false. They're most likely dropshippers - whom I hate as I don't believe should be allowed as I feel the seller should have the item IN HAND. Things happen, sure, but the second guy was intentionally trying to be confusing in their email and I called him out on it. "You are a dropshipper, don't really have the item or are at best not in control over your inventory which may or may not be in California or Kentucky". They have plenty of negatives and neutrals showing they're just not good at selling.
Really, I just want to know if this is a little loophole but I'm sure its addressed in the TOS somewhere which I haven't bothered to go check yet. I'm over it at this point and I don't conduct business that way so I personally have nothing to worry about as a seller. But as a buyer, its annoying.

Why aren't you able to leave feedback for them?
As far as I know, you're always able to leave feedback (as long as the comment doesn't violate policy) except when you lose an ebay case, lose an INR, or fail to complete a return that you filed (and I think if a seller gives you a less than full refund for returning the item not in the same condition).
