Are they waiving the penalty for cancelling a store subscription due to the (insert expletive) changes going on with the site? It's not what we signed up for and we have almost had it!

You are best to call and find out that answer?
I have not seen any announcement or eBay staff mentioning this. I have seen a few users say they were cancelling and eBay told them they could without penalty, but there are different time frame involves with each users store subscription so that could easily mean they were right at the end of the subscription or not?
Call and find directly from eBay. Remember to get a call reference number in the event it does not go as you expected.
Good Luck Selling!

It does appear the changes (just for example to "GTC only") might fall under breach of contract from the ebay side of things which is especially bad since it's their contract to begin with, however there is also a piece of the contract that would prevent certain actions from both undersigned parties but either way I'm no attorney. Furthermore whether taking that route is worth it, such as wouldn't it be cheaper to just pay the penalty, that I couldn't tell you.

First its not even customer service we call. Its an under paid call center in the philippines. They are extremely limited in what they are allowed to do. And they will do something incorrect very often. I called to lower my store subscription since i was blocked by the site to do it myself. The rep who barely understood english removed my credit card on file instead. Ive been unable to list now for 3 weeks. Cant add a card. Cant lower or cancel my store. And the promised credit for the trouble never happened. Calling ebay causes more problems than you start with

I agree. If they let everyone out of their contract it’d be a huge loss. I just don’t believe that’s true and if I remember correctly the user agreement says eBay can change the contract at any time with notice.

They've done it before when there has been a major change that impacts store owners.
I don't see where there's a 'huge loss' as the ETF only kick in when you cancel before your subscription is up, and there may not be that many store owners who are cancelling a yearly subscription early when it comes right down to it.
