Within that 1 hour after purchasing when a buyer files a formal cancellation request with "wrong shipping address" as the option, ebay should allow the buyer to just enter a correct "new" shipping address right there on the spot. Doing so would then automatically change the address in the ebay managed payments page to what the buyer entered and then push this back into the awaiting shipments page for the seller.
This will make it more simple, quicker, and streamlined for the buyer so they don't have to go back to the seller's listing and repurchase and change their address there after waiting for the seller to accept their cancellation.
As I'm talking I'm even thinking that not limited to only 1 hour, ebay should just have a separate system like this to just allow the buyer to change their address at any time as long as the seller hasn't tagged the item as shipped. Just to note, uploading tracking tags the item as shipped.
Those who lie about being the wrong address would have to choose a different reason to file a cancellation request.

No. No. No. Scammers would have lots of fun. You tell buyer that you have to cancel. Then relist it. They have to buy it and then they MUST change the address BEFORE they pay. Sure as a seller, you lose time but there will be less scamming this way.

Once paid, the shipping address cannot be changed at the payment provider
-- which shipping address the payment provider also uses in the event of any disputes.
Is this the first time you've not been right @iamalwaysright or has it happened before?

There are no reasons to choose from
-- before a buyer is allowed to click Submit to request a cancellation.

Someone else mentioned this is easily frauded. But you haven't specifically mentioned how. Aside from how it won't work because of the issue with the sellers who buy postage at the counter, I'm now curious as to exactly how it can be scammed any more than a buyer having to provide his valid shipping address currently. Please explain.

I forgot about the sellers who don't use online label services that automatically import addresses and upload tracking. Like the ones who buy postage at the PO counters. They'd be in trouble if the seller didn't mark it as shipped when they left the house to go to PO and the buyer changed the address between that time and when the seller purchased the label at the counter.Oh well, it was just a thought.
I never thought if that either. 😃

The payment provider as in the buyer's bank? Does the buyer's bank even look at the ebay payment page? If they do, then this would be a reason why it wouldn't work.
Is this the first time you've not been right @iamalwaysright or has it happened before? Yes, though I did mention I was just brainstorming. 😉

How would anyone KNOW the item has not shipped?

The same way they would know now, in the order details in their purchase history. It would either show a tracking number or the status of “shipped” when the seller marks it as such. There’s other reasons why this plan wouldn’t be feasible though.

No you would not know. The seller could have bought postage and shipped when running errands and come home too input tracking AFTER they shipped it. So the seller would be held at fault and refunded. Boy buyers could have hay day with that.

This was already mentioned by me back on message 14 as a flaw if over the counter postage was marked as shipped after purchasing it. My idea would only work for sellers who use online postage that uploads tracking. Keep up! 👍🏻

I appreciate your thoughts on this issue - The selling venues that have the biggest market shares already have this option - Though ebay likely wont fix what needs fixing to make it easier and safer to sell here, they will, in my opinion, MOST ASSUREDLY raise the cost to sell here...

Yeah. It was a good idea but as they say, the devil's in the details.
Maybe make the "Is this address correct?" at checkout more like a splash screen that they actually have to LOOK at before they proceed?

The O.P. is hiding their identity. RED FLAG!
I have never seen this option the O.P. states: Within that 1 hour after purchasing when a buyer files a formal cancellation request with "wrong shipping address" as the option, eBay should allow the buyer to just enter a correct "new" shipping address right there on the spot.
I don't think 'wrong shipping address' is an option for a buyer. Was this a request made through an eBay open case / request or personal e-mail?
A buyer needs to be responsible and update their eBay information / shipping address. It is not the seller's responsibility to kiss, bend the knee for a sale that will probably burn them.
To even entertain a buyer can just change shipping address after purchase just leads to more fraud, scams, and some claiming weeks late with their C.C. they don't recognize purchase.
I'm sure other scenarios can be of this issue can be posted.
