EBAY + PAYPAL need to be advised of a Covid-19 restriction on International Postage from Australia.
Items sold in E bay Auctions, quoted with International Economy envelope rates have all currently been cancelled, as from 25th June 2020, with the only now available postal mode being International Standard Parcel rate, with tracking. For a small item, up to 125g wt. the now cancelled economy fee was US$2.50, with an alternative replaced Standard Parcel rate being a hefty US$18.00. I have recently given my customer buyers 3 options on postage, being.--Option A-- pay the difference and items will be dispatched now. Option B.-- Advise me to hold items aside, until restrictions have hopefully, lifted in 4-6 weeks, as quoted? Option C.-- Request a full refund of price inc. postage paid via pay pal , & the auction won items will be returned to my future selling trays,. A couple have opted to pay the difference of option A; All others have opted for option B, showing a real trust in me the ebay seller, with no real handle on postage rates, out of my control. Hopefully Ebay don't override my customer liaison plans, and because of the non shipping option A, commence refunding payments to each buyer, without proper prior contact with me the seller? regards, yniarb : John Breheny. just to be clear, this is on packages coming FROM Australia, and not U.S. packages going TO Australia?

What has this got to do with eBay or PayPal?
If shipping services you are offering are not available temporarily it's up to YOU to change the shipping methods, service, price offered on your listings.

If Australia Post is no longer offering the cheap rate, it is up to you to correct all your listings.
EBay does not allow sellers to ask buyers to pay more than the advertised rate.
If any of your customers complain, you will have a Big Problem.
Fortunately you don't seem to have any items for sale at the moment so you have time to adjust your charges.
We Canadians have also been changing our Handling Time from one day to five, seven or even 30, to allow for the longer time Canada Post/USPS are taking even within the same continent.
I understand that Australia Post is ONLY using Surface shipping at the moment, due to the lack of air service. Most passenger planes normally carry the post as well. No passenger flights, no postal flights.
