We have been getting orders from scammers>>> the biggest tip off is they have only been a member for 1 or 2 months. We also reach out to ALL the phone numbers they have listed with EBay and none of them either work or have been set up for messages. If you have other ideas on how to work around these people please leave a comment.
Ebay needs to stop issuing refunds so quickly...

"Ebay is cracking down on sellers that abuse the Cancellation system and if you are cancelling for any reason other than OOS/Damaged, then you fall in that category and are risking sanctions. "

Knock on wood but I don't think I ever had a scammer and I sell about a 100 items a week.

There are a variety of ways that Ebay can Sanction a seller. The link you provided does address it some, but Ebay does have options.
