I sold an item and the buyer hasen't paid. I sent an invoice after a week or so, and I've sent an email. I haven't heard back. Should I try to resolve through eBay or just cancel the sale? The sale was only $1.99. It seems overkill to get eBay involved, but I don't want the buyer to come back and say something negative about me for canceling the order. The auction was over June 26th. I'd like to get the item relisted.

Do not cancel. Do this every time you get a non-payer:
Go to the resolution center and open a case of non-payment. Do this after 2days, do not wait, send no invoices. Ebay already has done that. Wait four days. Then go back to the resolution center and close the case. You will get your final value fee refunded, the buyer gets a strike, and you are now free to relist. Then put the ID on your BBL. Cancelled sales get you a defect and you open yourself up to negative feedback. Doing it the proper way as I described makes it so negative feedback cannot be given.

Report buyer as a Non-paying ebay bum.
Then cancel transcaction and relist.
Then add buyer to your block bidders list.
I do these three steps almost daily now.
The Non-paying bums is out of hand!

Just file a Non Paying Bidder report. If s/he still doesn't pay, following through with that report will result in eBay putting a strike against them. Not necessasry to do any cancelling, that's included in this proess after you follow through.

I just opened a report. If the buyer pays, and I send it to them, can they write a negative review about the item? I just don't want them to write because they're upset. Is there a way to avoid this?

When you say you opened a "report" do you mean you went into the resolution center and opened up an Unpaid Item (UPI) case?
If so, they now have 4 days to pay. If they don't pay between now and then you can close the case on day 4 and be refunded your fees and they can not leave feedback.
*If* they do pay and you ship the item they *can* leave feedback. If you feel the feedback was retalitory you *may* be able to get eBay to review it and possibly remove it.
I don't think you will have a problem, however, as they bought and it is their responsiblity to pay for it. I've never once had someone leave a neg feedback for me opening up a UPI for not paying promptly.
As a fyi regarding unpaid items -- what I typically do is wait until day 2 without payment and then send a friendly reminder that payment is due and if it is not paid eBay will auto-open a case the next day. I also give them an out and ask if they have changed their mind on the item to please let me know and I will cancel the order.
