I sell jewelry and I've had trouble with brand new customers wanting to purchase expensive jewelry. They come back and said they never authorized credit card sale or never requested account? Can I say no?

No, there is no function to block zero feedback buyers, which would be the newer buyers. Best of luck to you....

In a sense... yes. You can cancel citing 'Out of Stock/Item no longer available'. You only get a couple of those per year.
Edit to add: eBay really, really hates OOS cancellations. Use them wisely... like only when absolutely necessary.

Seems fair - AS LONG AS we can also stop sellers from selling if they are brand new to eBay - which you were at one time.
Something about the goose and the gander comes to mind.

You can't block buyers from purchasing your items. I supposed you could set up your buyer requirements that they need to have so many purchases in order to purchase from you. It still might not stop them from stating SNAD or filing a return. If it were me I wouldn't even sell items that expensive here on eBay or on any internet site. That's just me. I could not afford the loss. Nice shop. Best of luck.

Selling on the net carries with it a certain amount of risk. You know that. I would check their address and look on google at the home or apt. I have done that with a few buyers and it at least put my mind at ease about selling to them. Good luck what ever you decide.

Over the years I have had a few credit card charge backs claiming they never authorized the sale or didn't recognize the transaction.
In every case I supplied proof that the order was shipped to the address on the eBay screen along with tracking that established proof of delivery. In every case eBay protected me and the charge back was denied.
BUT when one of these comes in your have to respond. It is not going to go away on its own.
One thing to keep in mind is the eBay and USPS only keep tracking information for 90 days. So, for expensive items especially, you should pull the proof of delivery and hold it on your own computer so you can access it. OR use Pirateship. They never delete anything. I can access and prove delivery of every shipment I ever made all the way back to my first shipment many years ago.

Another challenge for your imagination: Suppose that, from the very beginning, eBay had enabled sellers to block buyers who had no buying history on eBay? Where would eBay be by this time?

They purchase.
You ship.
They complain that they did not order the item.
You tell them to return the unwanted item for a refund.
They want you to pay return shipping.
You tell them to file a Claim with eBay so you can process the return.
They don't.
You don't refund.
No refunds without return.
They file the Claim.
You send a return shipping label.
They don't use it.
You don't refund.
No refunds without return.
They use it.
You refund.
Then and only then if there is a problem with the item returned you turn to eBay with an appeal.

You're correct. However, just want to point out that a shopping mall CAN refuse you service. They don't even need a reason. eBay not so much.
That said I have sold a total of 43 items so far since Sept 6 clearing out my old stuff. Two of them were to 0 feedback buyers. One had joined that same day (the 'riskiest' buyer?). No issues so far. Two sales I would have missed or at least delayed.
