     You are in Sri Lanka and will need to do several things before you are able to sell. There are virtually 100's of postings on this forum from your fellow country people trying to do the same thing. First you will need a license and approval from your government to sell on eBay. You will also need to setup a Payoneer account and link it to your eBay account so you can get paid. 

     Read some of the postings on this forum as well as some of the help files that are available from eBay. Start with this one.

If you've never sold before you are not ready just yet to be a seller.  It's not as easy as people think or believe.  Trying to sell before have any knowledge about how Ebay works and what you CAN  and CANNOT sell can have a negative outcome. 

This is what you need to do:

Link your bank account to Payoneer.

Register your account with your country of Sri Lanka as a business. Very important.

Obtain a business license. In a few weeks, sometimes longer, Ebay will send you an email saying that you are approved.

These are requirements and protocols for all sellers. You should also consider this:

A valuable tool that all new would be sellers should consider to teach you to be a proper and trusted seller.  Read all the policies and rules that apply to being a seller as well.

Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.

Hi, if you'd like to sell you must get a business license and link a Payoneer account to your eBay account, and after you're sucessfully linked it takes eBay 2-4 weeks to complete the verification process on eBay's end. They'll send you an email saying you're all set if they approve you.

When you link a Payoneer account the type of Payoneer account matters. You can sell on a personal or a business eBay account. If your eBay account is a personal account link an Individual Payoneer account and if it's  a business eBay account then link a Company Payoneer account.

Make sure the name and address on all your accounts exactly match your National ID or driver's license.
